This blocks update of an existing installation (with separate /BOOT partition). Booting installed system from installation DVD and running mkinitrd does not work at this point, because login doesn't work. The problem was described already for kernel 2.6.22.5-12 (Bug 308970), bug report was closed as SOLVED FIXED (really ?). The problem seems to exist already since version 10.2 (Bug 290959).
