This problem was the Master/Slave issue.
I have two drives, both of which were set on cable select. But one of
them was on a "T" power connector that was apparently faulty. It was
the Master I guess.
I set the top drive (Pioneer) to Master via its jumper, and the bottom
(Sony) to Slave via its jumper, removed the "T", and 10.3 found both
drives.
Nonetheless, this is a severe bug IMHO. This is equivalent to having one drive
as a slave. 10.2 found the drive perfectly (I still have it installed). This
also makes it really hard to install the system.
