[Bug 229210] SATA drive powered off incorrectly

Tejun, the click-spin up-spin down occurs 15 s before system shut down. One
more thing I noticed is that 'hdparm -y /dev/sdc' does the same thing
(click-spin up-spin down). If I power off the system (press the power off
button at the grub screen or cut the power to the PC) or comment out the
sd_start_stop_device line, the disks shut down normally.
