Current Inkscape SVN crashes on load in both 10.2 and 10.3 owing to what the
Inkscape developers believe is an improper configure flag with boehm-gc. 

I can confirm that changing the spec file like this: 

#       --enable-redirect-malloc \

enables Inkscape to run fine on 10.2 and 10.3
