[Bug 327537] Time Is Incorrectly Set On Each Boot

This problem appears only to occur when I set the locale to en_AU in the
initial locale settings. It does NOT appear if I leave it as the default
English UK and then set the timezone. It looks like the system might be
performing the relevant timezone compensation twice. Once for the timezone I
selected and once for the locale being set to en_AU
