I'm able to reproduce a fairly reliable 12s lag by running the following in a
terminal window:

while true; do clear; date; sleep 1; done

I then note when the minute changes and stare at the intlclock, looking back at
the terminal window when the time in the intlclock changes and noting the time
reported by date(1).

I can also confirm that the traditional clock updates the time more or less
immediately when a minute rolls over.
