Consoles should not go blank by default - it makes it harder to troubleshoot
kernel/hardware problems.

Nowadays there are two main groups of users:
1) desktop users who use the GUI - they don't care about console messages, and
the GUI/desktop environment will run the fancy screensavers for them, so it
doesn't matter if the console doesn't go blank - they'll never ever press
ctrl-alt-f1, or will reboot soon after that ;).
2) server users who don't even install the GUI - they do care about console
messages and there is NO monitor to "save" (KVM, remote screen etc).

It's annoying to have to work out how to disable this misfeature on various
Linux distros so that it survives reboots, is retained through various updates
etc.

Also having a visible terminal MIGHT discourage a windows "admin" using the kvm
from pressing ctrl-alt-del on the wrong server ;).

I may propose a feature suggestion regarding the ctrl-alt-del on the console-
instead of rebooting it should prompt something like press 1 to reboot, 0 to
shutdown, anything else is ignored.

Anyway, I suggest that text console blanking is a feature that is no longer
useful by default.
