I'm running into an issue where I'm upgrading my box from 10.2 to 10.3.  I want
to have some repositories from the build service enabled.

The problem is that some 10.2 packages from the build service aren't getting
upgraded to the corresponding 10.3 package from the build service.

This is because the verion-release is the same for the 10.2 and 10.3 package.

I'm wondering if the build service can make the release field higher for later
distro versions so smooth upgrades will take place.
