[Bug 229210] SATA drive powered off incorrectly

When libata stops the WD disks (the seagate one is completely silent), I hear a
faint click sound (heads parked obviously), then the disk spins up. It seems
that the HDDs should be shut down according to the procedure described in <a
href=https://bugzilla.novell.com/show_bug.cgi?id=229210#c2>comment 2</a>. I
confirmed this by commenting out the sd_start_stop_device in sd.c, then the
disks shut down normally. If I remember correctly, the problem started in early
2.6 kernels, when power management was introduced for ATA devices.
