The postgresql-pl package didn't hold the perl (client-) bindings, as pl stands
for Procedural Language here, and not for Perl.
It used to contain the three procedural languages PL/Perl, PL/Tcl and
PL/Python, and has been split into three separate packages (postgresql-plperl,
postgresql-pltcl and postgresq-plpython), so that the procedural language
packages can be installed individually.
These packages are included on the retail DVD and on the online installation
repository of openSUSE 10.3. If you installed from one of the downloadable ISO
images, which don't contain the PL packages due to space limitations, you can
get them by adding the online installation repository to your installation.
BTW, the old PostgreSQL client binding for Perl used to live in the pgperl
package and has been dropped for 10.3, because it is no longer maintained and
(AFAIK) most Perl programs use the DBI framework instead of native database
bindings these days. The DBI driver for PostgreSQL can be found in the package
perl-DBD-Pg.
