I am reopening since there is clear there is no such tool, so the wish looks
well justified.

Speed and acceleration should be solved in DM (KDE for example) indeed, they
are upper layer of configuration, but whether the scroll (emulation) is turned
on/off (already done) or how big the scrolling area is, it is sax part, I
believe.
