It uses a fixed filename because because it runs at boot and it's easier to
debug after something has gone wrong. But /tmp/mdadm.conf as directory is a
valid problem. However, we're probably going to give up auto-assembly at least
in the running system for 11.0 (see 288454), so this code might go away
completely.
