If a profile is in complain mode when it is uploaded to the profile and then
changed to enforce mode on the local system, it's shown as changed from the
repository version and the user is asked to upload the enforce-mode version of
the profile.

The tools should compare local profiles against repository profiles in a
enforce/complain-insensitive way.
