Normally, the mouse should reconnect to the host automatically. If it does not,
it indicates a problem in the mouse firmware.
There might be subtle bugs on our side here, so unplugging and replugging the
dongle (or if it is built in, "rmmod hci_usb; sleep 1; modprobe hci_usb") after
resume and then trying if the mouse reconnects by itself (which might take some
seconds) is a good idea.
