[Bug 326526] After several STD-resume cycles CPU's second core is lost

Slightly different behaviour on my Core(TM)2 CPU 6320 @ 1.86GHz (dell dimension
E520):
- 2nd CPU is _always_ not available after suspend to disk
- xosview reports CPU1 state as
a) SI (soft interrupt) 100% of the time with low system loads
b) ID (idle) when I set the system under load with many processes
- cat /proc/cpuinfo reports both CPUs
I run the 32 bit version of 10.3 RC1
