My system is set to en_AU with a timezone of Perth Western Australia (GMT+8
with Daylight Savings Time from December to March). On each boot, the system
insists the time is 8 hours ahead of the current time. I can change the time
for the duration of each boot, but it always changes back on every reboot to
showing the incorrect time. NTP sync is NOT active on my system.
I suspect that the system thinks that my clock is set to UTC and is displaying
the time accordingly, despite the fact that I have clearly set my clock to
display "local time".
