There is a feature of the installation that users, groups and ssh keys are
copied to the installed system. Because option --ignore-failed-read is use
before the archive name and not before the list of files to be copied, tar
doesn't do anything.

Two features are lost!
Even if it was a tar's bug, it can be easily fixed and tested in a few minutes.
