[Bug 325763] nfs init script should check for portmap status

I thought so - actually I expected this to do the job of running "portmap
start" if needed (AFAIU the Required-Start: tag should run init scripts for the
mentioned services). However it does not - at least on my machine w/ 10.3 Beta
2 and IIRC it was the same in 10.2 - and I have no idea of what might be wrong.
