I found the problem, and I caused it :-)
I had installed an AppArmor profile to protect CUPS from network attack while I
was at Defcon, and never fully tested it. Adjusting the profile fixed the
problem, and there is no problem in the 10.2 shipping product, which AFAIK does
not have such a profile.
