Zypper always refreshes the repository even when it just refreshed it some
seconds ago.
This happens because zypper default option for repositories is "auto refresh".
This is very annoying and took me a long time to figure it out.
Shouldn't the default option be "auto refresh disabled"? Or maybe just check a
hash and refresh only when it's not refreshed?
