osc/commandline.py looks for /usr/lib/build/debtransform to check for the
correct version of the build package. lbuild is fully compatible with build wrt
osc so please modify or remove the check so osc also works with lbuild. lbuild
uses /usr/lib/lbuild instead of /usr/lib/build
