AppArmor really does need to be started before all other services; any service
that get started before AppArmor policy is loaded into the kernel won't get an
apparmor policy applied to it post hoc, even if there's an intended policy for
it.
That said, it probably should only be started at boot; I think it was
mistakenly started at 2, 3, and 5, due to this bug report:

Beta 3.
