This seems to have regressed from a bug that was fixed a long time ago.

1. Do "Filter on mailing list" on some mail.

2. Select an action of "Move to folder", and click on the "click here to select
a folder" button.

3. The "Select Folder" dialog appears.  Click on the "New" button.

4. The "New folder" dialog appears.  Create a new folder; close that dialog.

5. The "Select Folder" dialog should have the new folder selected, but it
doesn't.
