Sorry, I don't understand your question.

The dialout group may be obsolete. The bug is that configuring PPP in YaST
fails to grant the necessary permissions to be able to run KPPP.

1. Use YaST to configure PPP for a modem.
2. Try to start KPPP to open a connection.
3. Permission denied.
4. Mess around in YaST to add yourself to the right groups
5. Success!

Configuring PPP in YaST should have done whatever is necessary in step 4 so
that KPPP can actually run.
