It works for me.
Please try to reproduce this behavior with the following configuration:
zypper 0.8.16
libzypp.so.313.5.4

$ sudo zypper ar -t plaindir http://packman.iu-bremen.de/suse/10.3/ packman

$ sudo zypper lr
# | Enabled | Refresh | Type     | Name    | URI                                
--+---------+---------+----------+---------+---------------------------------------
2 | Yes     | Yes     | plaindir | packman |
