When logging in as root on the console and using gpg -d it starts pinentry-gpg2
and outputs some stair-cased messages about missing locale, but doesn't
actually ask for the password and just hangs.
This means gpg doesn't work on the console.
This bug is critical because it means I cannot restore gpg encrypted
backups.
