10.2 was still using the BIOS bound driver. It is conceivable that switching
away from it broke hot key support on some systems.
As Stefan already said, hotkey support is something very system dependent. Thus
doing mode switching thru the BIOS may have helped as some mode switching
logics need to be in sync with the bios if the driver isn't involved.
Moving away from video BIOS bound code solved a lot of other issues however.
To support this thru the native video driver we'd have to know how to reliably
get an event from the system telling us about the hotkey.
