As its currently implemented, licenses (legally binding, to be accepted or
declined) and messages (information to the user, i.e. 'you must reboot in order
to make this kernel update take effect') are not distinguished by libzypp.

As a result, opensuse-updater presents them both with "accept" and "decline"
buttons, which is not really appropriate for informal messages.

One fix would be to change the button labels to "ok"/"cancel". However, this
might not be acceptable from a legal pov.

Assigning to opensuse-updater maintainer first, to check with legal if change
of button labels is acceptable.

Please re-assing to libzypp team afterwards so it gets properly fixed within
the library.
