This problem was observed during installation of openSUSE 10.2 (also happens
when updating an already installed system), and seems to propagate 10.3.

When the user is presented with a selection of patches to be installed,
deselects some and then changes his/her mind and selects some again, then ALL
packages related to the patch are selected for installation, even those that
are not currently installed.

Not only this is extremely confusing and inconsistent (because unselecting and
selecting an option leads to a different situation than keeping it untouched)
but it can potentially cause a large number of unwanted packages being
installed.
