[Bug 279967] suse packaging conventions should be imported into the wiki

Having the packaging documentation in the Wiki lowers the barrier for
contributions, so in the end we are likely to get better documentation than
with a more closed model.
It of course doesn't mean that the docs will be arbitrarily changed. I think
it's very well possible to keep this under some control. But this can be done
by communication and doesn't need to be done by restrictive permissions.
