[Bug 167588] .background.output_open is true even after the process exited

Well the problem in the original bug 165821 was not really that output_open was
true once, but that it remained true and thus kept yast looping. But that was
because of the filled-up buffer (169648 comment 39).
The output is open while there still remains data in the kernel(?) pipe
buffers, as seen in the newly added core/agents-perl/testsuite,
"./t-srcmgr2.exp -d".
So the described condition is valid and the bug invalid.
