[Bug 279967] suse packaging conventions should be imported into the wiki

it is my understanding that the manual at
http://w3d.suse.de/Dev/Components/Packages/PackMan/packagers_manual.html/view
is/was split into a public/nonpublic part, and the public part is called "suse
packaging conventions". This part is currently on novellforge on some ftp
server, and instead of being there (in an outdated version), the current
version should be added to the wiki and maintained there.
