[Bug 274073] CUPS web interface not accessible with "secure" file permission setting in YaST

I was able to resolve the situations with a degree of ease by deleting ALL the
config type file in /etc/cups and re-installing ALL the files under the
software management filter "patters" Print Server.
F.Y.I Also my printer a Lexmark Printer is not listed and I installed their
driver, via "Install with Yast" and nothing was added to the list of available
printer as it would seem.

I could not find any associated or new .ppd file at all.
I can print by using a generic PCL5 printer driver from HP which has just
about the same printable page area as my printer under test.
I dont know if the file URL is not installing correctly or if the file is at
fault, however the installation of the file (URL) does not appear to install
anywhere near the amount of drivers it contains.
