[Bug 279967] suse packaging conventions should be imported into the wiki

We have a non-public Packager's manual, which contains public SUSE Package
Conventions.
Anyway, IMHO it just does not make sense to import SPC into the wiki - SPC are
maintained inside SUSE and it is not a good idea to have world-editable wiki
version of SPC different from the SUSE one.
IMHO it is enough to link SPC from the wiki. Maybe we could make the docbook
source public and accept patches from the community.
