[Bug 245712] ntpd is running but time is incorrect

This is not an ntp problem. The problem is why the system time is losing so
much time. My hardware clock is fine.
BUT here is my ntpdc -c pe
remote local st poll reach delay offset disp
=======================================================================
=themonitor.anst 137.157.58.228 3 64 1 0.00012 0.096095 2.81735
=moe.ansto.gov.a 137.157.58.228 16 64 0 0.00000 0.000000 3.99217
