sry i mean our intern code base which will sync to openSUSE:Factory. i mean
that it includes ilbc support.

you installed the same version again. nothing changes between nothing. you have
to wait until it is rebuilded and the version number is bigger than 0.9-21.
this can be version 0.9-22.

today a lot of packages have to build so it can take some time until ilbc and
twinkle are rebuilded. you can whatch it here:
