Essentially the content of a newly created LV is random, since there is no initialisation of the blocks of a newly created LV. Therefore is might happen that by chance the start of a newly created LV contains a reiserfs filesystem since the blocks used for the newly created LV were formerly occupied by a LV containing a reiserfs.
