The device implements multiple "volumes", which all have the same identifiers.
Udev therefore correctly creates the same links for both devices, which get
overwritten. It's a bug in the usb descriptor of the device itself.

Unfortunately, we have currently no idea, how to distinguish the both from each
other for the by-id/ links of usb devices.

The default udev persistent rules don't work for some "broken" devices, and you
need to write your own device-specific rules, to create persistent links.
