This is not specific to ppc64, it can happen with pango-32bit on x86_64 as
well.
I'm also adjusting the summary because it implies a solution, but there are
several:
- Add "PreReq: pango"
- Add "mkdir -p /etc/pango"
- Include "%dir /etc/pango" in the pango-{32,64}bit packages
