[Bug 249265] AMD Athlon 64 4000+ clock frequency reported incorrectly

Not a bug this procesor supports frequency scaling so in a fact your procesor
runs 1Ghz when not needet to run maximal speed. Try to run something which
needs more cpu time ( for example gimp's artistic filter on large image ) an
then look in /proc/cpuinfo. Tested on my AMD Athlon 64 Processor 3500+
workstation.
