[Bug 248773] Popup messages look and feel not consistent

I agree, in SLED, the "normal" priority notify messages have a green bar.
Urgent ones have a red bar, etc.
In 10.2, I noticed that the normal priority messages have no bar, and look
really out of place, almost like a drawing bug. They're way too plain. When
Banshee pops up notification on track change, it's really aesthetically
displeasing in 10.2, but looks fine in SLED.
