It's not metacity either, but it must be something related to window managers.

metacity under GNOME: Doesn't work
metacity under KDE (using metacity --replace): Works
kwin under KDE: Works
kwin under GNOME (using kwin --replace): Doesn't work
GNOME + compiz + gtk-window-decorator: Doesn't work
KDE + compiz + kde-window-decorator: Works

In other words, it never works under GNOME and always works under KDE.
