I haven't read lots of documentation for openSUSE build service so maybe my
suggestion is wrong.

What about a projects directory in the build service for open source projects
where only the maintainer(s) are allowed to upload their stuff. For example:

http://software.opensuse.org/download/Projects:

http://software.opensuse.org/download/Projects:/X
http://software.opensuse.org/download/Projects:/Y
..

To verify that the projects are really from the original maintainers they could
be contacted by their e-mail address to ensure that no one else is uploading
sth. in the name of the project.

That would ensure that the software in this directory is up to date and has no
security problems. I think it's better if a maintainer offers it's package
because he/she knows best what compiler options are needed etc.

I think that would ensure a higher quality of software packages in the build
service. The directory structure would be more clear and it could be easy seen
which packages belong to whom.

Right now there is the problem that muliple directories can contain different
packages of the same software, for example:

http://software.opensuse.org/download/KDE:/Community/...
http://software.opensuse.org/download/KDE:/KDE3/...
