[Bug 229210] SATA drive powered off incorrectly

I have a problem that may be related: when shutting down, the HDD (I have a
SATA and a PATA connected on a promise tx2plus SATA controller) spins down then
up for about half a second then the system halts. This behaviour started
appearing in early 2.6 kernels; earlier versions would shut down correctly
(just like windows xp does).
