Yes, I think you are right:
# file wizard.doc
wizard.doc: ASCII English text
# beagle-extract-content wizard.doc
Filename: file:///usr/share/doc/packages/jpeg/wizard.doc
Debug: Loaded 53 filters from /usr/lib/beagle/Filters/Filters.dll
Error: Unable to open /usr/share/doc/packages/jpeg/wizard.doc
libgsf-1.so.113
No filter for application/msword
