OK, it definitely kernel:
Hygiea:~ # echo 0 > /proc/sys/net/ipv4/ip_forward 
-bash: /proc/sys/net/ipv4/ip_forward: Das Dateisystem ist nur lesbar

Please note that I haven't changed anything and can't find anything about it in
dmesg.
Hygiea:/proc # cat mounts 
rootfs / rootfs rw 0 0
udev /dev tmpfs rw 0 0
/dev/sda5 / ext3 rw,data=ordered 0 0
proc /proc proc ro 0 0
sysfs /sys sysfs rw 0 0
debugfs /sys/kernel/debug debugfs rw 0 0
devpts /dev/pts devpts rw 0 0
/dev/md0 /home reiserfs rw 0 0
/dev/sdb2 /local reiserfs rw 0 0

Something on this machine switched /proc to read-only but for sure not me.
