[Bug 230911] "back" button should more operational

There are several points which should not be passed back. One of such points is
the dialog where you select Install/Upgrade/Repair.
Of course we could make the back button behave as you suggest, however, there
is risk of the installation behave incorrectly (due to some parts of YaST
initialized different way than they would be initialized if you selected eg.
fresh installation immediatelly).
Sorry, but fixing this issue would mean to risk further problems.
