texinfo is a base package that must always be installed to build other
packages. There is a small set of these very frequently needed packages to
avoid very long BuildRequires lines.

You can install all required packages at once by installing the new "RPM Build
Environment" pattern that has been created specifically for this purpose:

YaST -> Software -> Software Management -> Filter: Patterns -> Development: RPM
Build Environment
