When attempting to setup a printer using YAST, the system errors with 

Connection to CUPS server failed. Check that the CUPS server is correctly
installed and running. Error: the IPP request failed for an unknown reason.

Further checks reveal that cupsd was indeed started, but could not connect.
Workaround at present was to restart CUPS, and configure using
kcontrol->Peripherals->Printers in Admin Mode.
