(well, I use fou4s, but this shouldn't matter) The rpm postinstall script moves config.inc.php to /srv/www/htdocs/phpMyAdmin/libraries/, but it is still expected in /srv/www/htdocs/phpMyAdmin/. Moving it back to /srv/www/htdocs/ which fixes the issue.
